Expert Witness Services
John Lifflander, ASA, is an experienced expert witness, who has given testimony in a variety of tribunals regarding real estate valuation cases, ranging from minor valuation disputes to cases that involved large industrial corporations such as paper mills and semiconductor companies.
Mr. Lifflander was an administrative law judge for the Oregon Department of Revenue for three years, where he adjudicated property tax hearings. He also worked for the Construction Contractors Board in Oregon as an administrative law judge where he adjudicated complaints against building contractors.
Mr. Lifflander is an instructor and published author of articles and books as follows:
- Appraiser Orientation and Training Manual for new industrial appraisers for the Oregon Department of Revenue.
- Wrote (revised) the State of Oregon Administrative Rule regarding procedures for appraising industrial property.
- The Appraisal of Manufacturing Plants for IAAO Subscription Service.
- The Administration of Appeals chapter for the IAA0 Assessment Administration book.
- The Conundrum of Concurrency for the May/June 2001 Assessment Journal.
- Not Your Father's Appraisal for July/August 2002 Assessment Journal.
- Edited and helped with re-write the Standard on Assessment Appeals for IAAO.
- Nominated for the Donahoe Essay Award for IAAO in 2002, 2003, and 2004.
- Authored the course, "The Fundamentals of Industrial Appraisal" for IAAO.
- Instructor for "The Fundamentals of Industrial Appraisal."
- Authored article Efficiency, Please! for June 2003 issue of "Fair and Equitable" for IAAO.
